Roundtable: DRRA at One: Stakeholder Perspectives

On December 10, 2019, Lindsey Holman, now CEO of Holman Strategies, a crisis management firm in Washington, D.C., testified before the House Transportation and Infrastructure Committee, Subcommittee on Economic Development, Public Buildings, and Emergency Management round-table focused on implementation of the Disaster Recovery Reform Act (DRRA). It has been over one year since over 50 reforms were passed that vastly change the disaster mitigation, preparedness, and recovery programs managed by the Federal Emergency Management Agency (FEMA). Ms. Holman represented the National Association of Counties as part of a stakeholder panel that provided observations and recommendations concerning FEMA's roll-out of critical emergency management reforms and the need for additional action by Congress to improve access to federal technical and financial assistance for state and local governments.
