Career Highlights and Key Roles:

  • Principal Consultant and ARPA Advisor, Association of Arkansas Counties: As a principal consultant, Lindsey serves as the American Rescue Plan Act (ARPA) Advisor, providing federal policy advocacy and compliance advisory services to all 75 counties in Arkansas.

  • Federal Broadband Advisor: Presented on federal broadband funding opportunities at the Arkansas Connectivity Summit and served as a member of the Arkansas Connectivity Coalition. Contracted by Forward Arkansas to brief on federal broadband initiatives and state investments.

  • Technical Advisor, American Flood Coalition: Offers expertise in FEMA disaster recovery, the National Flood Insurance Program, and mitigation grant programs, engaging with federal legislative and executive branches to enhance local governments' disaster resilience.

  • Federal Policy Advisory Services: Advised local governments nationwide on compliance with federal programs related to COVID-19 response and economic recovery, and analyzed key infrastructure grant programs funded by the CARES Act, American Rescue Plan, Bipartisan Infrastructure Law, Inflation Reduction Act, and other appropriaotns and national program policy reform legislation .

  • Strategic Advisory and Grant Writing Services: Provided strategic advisory and grant writing services to the Port of New York and New Jersey, supporting their efforts to obtain federal infrastructure capital improvement grants and renewable energy tax incentives.

  • Technical Advisory Services - Federal Funding for Renewable Energy and Sustainability Projects: Assisted in renewable energy projects with Tribal Governments, offering policy guidance and support related to federal funding.

  • Federal Policy Advisor, AG Witt: Guided compliance with federal COVID-19 assistance including FEMA Public Assistance and various funds under the CARES Act and the American Rescue Plan Act.

  • Consultant, Aptim Government Services: Advised on grant procurement and management for public and private sector clients.

  • Advisor, California Hospital Association: Engaged Congressional support for FEMA reimbursement efforts for hospitals affected financially by COVID-19.

  • Legislative Engagement: Drafted public comments to the U.S. Department of Treasury on the implementation of State and Local Fiscal Recovery Funds and provided technical assistance to congressional staff on disaster mitigation legislation and COVID-19 relief efforts.

Previous Experience:

  • Associate Legislative Director, National Association of Counties (NACo): Managed advocacy campaigns focused on emergency management, homeland security, and criminal justice. Supported county officials in congressional testimonies and testified before the U.S. House Representatives on the Disaster Recovery Reform Act.

  • Lead Exercise Planner and Facilitator, TSA Intermodal Security Training and Exercise Program (I-STEP): Designed and facilitated security training exercises for transportation security stakeholders nationwide.

  • Consultant, Witt Associates: Initiated career in crisis management, working on mitigation, preparedness, response, and recovery for various government and private entities. Managed federal reimbursement claims and advocated for FEMA Public Assistance eligibility.

 

Education and Certifications:

  • Master’s Degree in Political Management, George Washington University

  • Bachelor’s Degree in Emergency Administration and Management, Arkansas Tech University

  • Certified in the National Incident Management System (NIMS) and the Homeland Security Exercise and Evaluation Program (HSEEP), among other emergency management related certifications.
