Disasters inside of Disasters: Considerations for Local Leaders When Faced with Dual Disasters

Across the U.S., local leaders are working to contain the spread of COVID-19, and we know that spring flooding and the rapidly approaching hurricane season will create a hazardous combination of threats for communities.

With this in mind, I am thrilled to share with you a resource that I reviewed and contributed to: the American Flood Coalition and American Public Health Association Dual Disaster Handbook. Drawing on case studies and best practices from emergency management professionals, the Handbook presents six actionable recommendations for local leaders responding to a flood during COVID-19.
